簡介:西南財經大學博士學位論文人力資本投資與中國高等教育投融資問題研究姓名潘力申請學位級別博士專業(yè)人口學指導教師劉家強20060501注的熱點問題的一個重要原因。究其深層原因,我們必須看到,中國高等教育盡管加快的全面改革的步伐,但支撐這一全球最大規(guī)模高等教育的辦學經費體制和基本構建格局,仍然是源于計劃經濟、適應精英階段的體制,沒有經歷適應市場經濟背景、配合公共財政體制建立的相應重大改革。我國高等教育經費投入與事業(yè)發(fā)展的矛盾是深層次的、制度性的。我國高等教育大眾化進程的不斷推進,呼喚和必然要求高等教育投融資制度的改進和創(chuàng)新。因此,中國要順利推進和最終完成高等教育從大眾化階段向普及化階段的跨越,實現中國從人口大國到人力資源強國的歷史性轉變,必須深入研究、探索建立和不斷完善適應中國國情,具有中國特色的高等教育投融資體制。2、研究的目的和意義高等教育投融資問題,是一個跨越人口學、教育學、經濟學、財政學和金融學的綜合性前沿問題,本論文認為,目前中國高等教育全球最大規(guī)模的形成,已經將其支撐體系的投融資體制改革推到了十字路口上,高等教育的投融資體制改革已經迫在眉睫,沒有退路,從單一學科的角度進行硯究,存在既定缺陷,必須從多學科綜合的角度進行深入的重新審視。本論文從高等教育的財政投入、融資體系、多元化辦學及產權改革三個主要方面,著重分析其在社會主義市場經濟背景下存在的制度性問題,并提出了制度改進的思考和意見。其研究將有利于現有人力資本投資理論的深化和完善,為人力資本投資的實踐提供理論指導。無論義務教育、中等教育、還是高等教育,教育投資本身即屬于人力資本投資的基本內容。人力資本投資理論的發(fā)展已經經歷人力資本理論、人力資本投資理論、人力資本投資風險理論,得到不斷豐富。本論文提出的高等教育投融資制度建立的分析框架,是教育投融資制度的主體和難點,是人力資本投資理論從宏觀社會到微觀家庭,再到中觀層次研究主線發(fā)展的必然邏輯。高等教育投融資問題的研究,是對人力資本投資理論的完善和深化,特別是對于不同于現有發(fā)展范式的發(fā)展中國家的人力資本投資、對于社會主義市場經濟背景下的人力

簡介:福建師范大學碩士學位論文市場經濟中高等教育運行機制研究姓名孫忠銘申請學位級別碩士專業(yè)教育學原理200241引言在往昔的計劃經濟體制中,我國高等教育的發(fā)展完全沉浸在政府的大包大攬之中,高等教育實行的是國家集中計劃和政府直接管理的體制,作為體制載體的運行機制,是以單一計劃為主要內涵和政府調節(jié)為運作模式,極大地限制了高等教育的發(fā)展。隨著社會主義市場經濟體制的建立和我國的教育體制不斷深化改革,高等教育運行機制為適應社會主義市場經濟的發(fā)展也經歷了不斷的探索和實踐過程。在新世紀初,我國正式加入世貿組織和高等教育大發(fā)展的新形勢下,重新審視和調整政府、社會、市場與高等學校的相互關系,加快完善我國社會主義市場經濟下的高等教育運行機制,是發(fā)展高等教育必須面對的課題。探索中國社會主義市場經濟與高等教育的關系,不能不借鑒西方市場經濟國家在這方面的經驗。由于西方國家市場經濟與高等教育的關系經過了漫長的發(fā)展,在建立和完善市場經濟下的高等教育運行機制方面,積累了比較豐富的經驗,而現代市場經濟發(fā)展有它共同的特點和規(guī)律,使各國的高等教育改革與發(fā)展形成了一些共同的趨勢,從而為相互借鑒提供了可能。但應該看到,高等教育體制及其運行機制是一個國家政治體制和經濟體制在教育領域的反映,不同國家在高等教育運行機制上表現出差異性和多樣性。我國的政治體制和經濟體制不同于西方國家,市場經濟也正處在不斷成熟的過程中,因此,在建立和完替我國市場經濟條件下的高等教育運行機制過程中,應充分認識到其復雜性,著重處理好運行、機制中政府、市場、社會和大學各要素之間的相互作用和相互關系,使我國的高等教育運行機制既能夠適應我國高等教育和市場經濟發(fā)展的要求,又能夠充分體現現代市場經濟與高等教育的關系和反映世界高等教育改革的趨勢。第一節(jié)市場經濟與高等教育
