簡(jiǎn)介:福建師范大學(xué)碩士學(xué)位論文關(guān)于日本高等教育質(zhì)量保證機(jī)制改革的初步研究姓名林曉霞申請(qǐng)學(xué)位級(jí)別碩士專業(yè)比較教育學(xué)指導(dǎo)教師許明2003415中文摘要高等教育擔(dān)負(fù)著培養(yǎng)國(guó)家高等人才的使命和功能,高等教育的質(zhì)量對(duì)國(guó)家和社會(huì)的發(fā)展有著很直接的影響,尤其是進(jìn)入知識(shí)經(jīng)濟(jì)時(shí)代,對(duì)高級(jí)知識(shí)人才的需要日趨增加,致使高等教育在社會(huì)發(fā)展過程中所扮演的角色越來越重要,各個(gè)國(guó)家都非常重視高等教育質(zhì)量的提高,為了切實(shí)地保證高等教育的質(zhì)量,世界上許多國(guó)家紛紛改革原有的高等教育質(zhì)量保證機(jī)制我國(guó)也不例外。質(zhì)量是任何一個(gè)邁向大眾型高等教育的國(guó)家和地區(qū)所面臨的問題。今后5年是我國(guó)高等教育由精英型向大眾型轉(zhuǎn)軌時(shí)期,也必然是高等教育質(zhì)量保證機(jī)制趨于完善的時(shí)期,從世界各國(guó)現(xiàn)代高等教育質(zhì)量保證機(jī)制建立、發(fā)展和成熟的過程中借鑒經(jīng)驗(yàn)具有現(xiàn)實(shí)意義我們應(yīng)該從健全教育部屬下的高等教育評(píng)估系統(tǒng)和設(shè)置認(rèn)可系統(tǒng)、建立一個(gè)獨(dú)立的高等學(xué)校質(zhì)量評(píng)估機(jī)構(gòu)和規(guī)范民間中介機(jī)構(gòu)的質(zhì)量保證機(jī)制三方面著手建立和健全高等教育質(zhì)量保證機(jī)制它山之石,可以攻玉目前我國(guó)對(duì)國(guó)外高等教育質(zhì)量保證機(jī)制的研究,主要集中于歐美國(guó)家,而介紹日本商等教育質(zhì)量保證機(jī)制的改革的文章則很少本文就日本高等教育質(zhì)量保證機(jī)制的歷史發(fā)展、高等教育保證機(jī)制的改革和新機(jī)制的運(yùn)作等幾方面,全面、詳細(xì)地介紹了日本高等教育質(zhì)量保證機(jī)制,并分析總結(jié)改革的經(jīng)驗(yàn),作為我國(guó)高等教育質(zhì)量保證機(jī)制改革的參考與借鑒本文共分蘭節(jié)第一節(jié)二戰(zhàn)后日本高等教育質(zhì)量保證機(jī)制的歷史發(fā)展首先對(duì)二戰(zhàn)后日本高等教育發(fā)展概況加以介紹,歸納出二戰(zhàn)后日本高等教育的迅猛發(fā)展為提高高等教育質(zhì)量提出挑戰(zhàn),如數(shù)量增長(zhǎng)和結(jié)構(gòu)變化對(duì)質(zhì)量的挑戰(zhàn)其次,對(duì)二戰(zhàn)后日本高等教育質(zhì)量保證機(jī)制的建立和發(fā)展加以概述,包括概述二戰(zhàn)前日本保證高等教育質(zhì)量的實(shí)施作法;二戰(zhàn)后日本高等教育質(zhì)量保證機(jī)制的初步形成由于日本是仿照美國(guó)的高等教育質(zhì)量保證機(jī)制而建立起來的。因而深受美國(guó)的影響,其機(jī)制由高等教育設(shè)置認(rèn)可制度和高等教育質(zhì)量評(píng)價(jià)制度共同構(gòu)成因此本文還分別從二戰(zhàn)后日本高等教育設(shè)置認(rèn)可制度的發(fā)展和二戰(zhàn)后日本高等教育質(zhì)量評(píng)價(jià)制度的發(fā)展這兩方面對(duì)二戰(zhàn)后日本高等教育質(zhì)量保證機(jī)制的歷史發(fā)展加以介紹第二節(jié)20世紀(jì)90年代高等教育質(zhì)量保證機(jī)制的建立首先概述了二戰(zhàn)后到90年代高等教育質(zhì)量保證機(jī)制改革的背景,其中包括1高

簡(jiǎn)介:隨著知識(shí)經(jīng)濟(jì)的到來,我國(guó)的高等教育面臨諸多挑戰(zhàn),發(fā)展高等教育,提高高等教育質(zhì)量是擺在所有教育工作者面前的重大課題。2002年我國(guó)高等教育毛入學(xué)率已經(jīng)達(dá)到15%,提前進(jìn)入了高等教育的大眾化階段,但同時(shí)也帶來了比較嚴(yán)重的教育質(zhì)量、經(jīng)費(fèi)、平衡、公平、結(jié)構(gòu)、就業(yè)等諸多問題。如何解決這些問題需要對(duì)我國(guó)的大眾化高等教育進(jìn)行深入研究,并提出適應(yīng)我國(guó)國(guó)情和高等教育發(fā)展趨勢(shì)的有效對(duì)策。本文以高等教育管理、可持續(xù)發(fā)展、教育經(jīng)濟(jì)學(xué)的相關(guān)理論為基礎(chǔ),通過對(duì)高等教育可持續(xù)發(fā)展的重要性進(jìn)行的深入分析,認(rèn)為努力實(shí)現(xiàn)高等教育的可持續(xù)發(fā)展才是適應(yīng)當(dāng)前高等教育大眾化發(fā)展要求的必然趨勢(shì)。本文從樹立高等教育的可持續(xù)科學(xué)發(fā)展觀、探索高等教育可持續(xù)的發(fā)展模式、構(gòu)建高等教育可持續(xù)發(fā)展的運(yùn)行機(jī)制、完善高等教育可持續(xù)發(fā)展的監(jiān)督機(jī)制、創(chuàng)設(shè)高等教育可持續(xù)發(fā)展的保障系統(tǒng)等五個(gè)方面,對(duì)實(shí)現(xiàn)我國(guó)大眾化高等教育可持續(xù)發(fā)展的對(duì)策做以分析。認(rèn)為高等教育的可持續(xù)發(fā)展事關(guān)整個(gè)教育的健康發(fā)展,事關(guān)民族振興和社會(huì)穩(wěn)定,事關(guān)我國(guó)社會(huì)與經(jīng)濟(jì)可持續(xù)發(fā)展的戰(zhàn)略性問題。需要認(rèn)真分析借鑒國(guó)際高等教育的發(fā)展經(jīng)驗(yàn)、教訓(xùn),進(jìn)一步轉(zhuǎn)變高等教育發(fā)展觀,完善高等教育宏觀調(diào)控體系,引導(dǎo)高校真正走上自我約束、自我發(fā)展之路,這是實(shí)現(xiàn)高等教育可持續(xù)發(fā)展的治本之策。本文的創(chuàng)新之處在于對(duì)高等教育可持續(xù)發(fā)展的內(nèi)涵做了重新界定,客觀分析了高等教育大眾化對(duì)高等教育可持續(xù)發(fā)展的影響,并通過對(duì)當(dāng)前我國(guó)高等教育大眾化進(jìn)程中存在的主要問題分析,在宏觀層面提出我國(guó)大眾化高等教育可持續(xù)發(fā)展的對(duì)策分析。
