    • 簡介:山東大學碩士學位論文我國高等教育收費制度下的教育公平問題研究姓名劉燕申請學位級別碩士專業(yè)馬克思主義理論與思想政治教育指導教師劉雅靜20080416山東大學碩士學位論文內(nèi)容摘要我國的高等教育收費制度始于上個世紀80年代中期,到1997年開始全面推行。高等教育收費制度的實施,在一定程度上緩解了我國高校經(jīng)費緊張的狀況,從而有力地推動了我國高等教育由精英教育向大眾教育的轉(zhuǎn)變。但面對典型的二元結構、區(qū)域社會經(jīng)濟發(fā)展不平衡的社會現(xiàn)實,無論在觀念上還是在經(jīng)濟承受能力上,對那些收入偏低的群體而言,都是巨大的壓力,使得中國高等教育大發(fā)展過程中的教育公平問題日益凸顯。對此,本文立足當前國情、社情、民情,結合國內(nèi)外相關研究成果和自己多年從事高校財務工作的實踐經(jīng)驗,應用文獻研究和實際數(shù)據(jù)分析相結合的方法,利用公共產(chǎn)品理論、人力資本理論、公平理論等對我國高等教育收費制度對教育公平產(chǎn)生的影響進行了全面的、辯證的分析,并從完善收費制度設計、加大政府對高等教育的投入、完善國家助學貸款政策、拓寬高等教育融資渠道等不同的角度探索了進一步發(fā)展和完善我國高等教育收費制度下實現(xiàn)教育公平的思路和對策。全文共分五大部分前言部分主要是介紹研究背景與選題依據(jù)、國內(nèi)外研究現(xiàn)狀、論文的結構安排、主要研究方法和論文的創(chuàng)新之處。,第一部分主要是從公平、教育公平以及和諧社會大背景下實現(xiàn)教育公平的現(xiàn)實意義三方面層層遞進的方式論述了實現(xiàn)教育公平的重要性。第二部分通過追溯我國高等教育收費制度的實施背景和實施過程,進一步分析了我國高等教育收費的現(xiàn)狀及高校收費對教育公平產(chǎn)生的影響。第三部分主要是從我國國情出發(fā),在吸收和借鑒國外先進經(jīng)驗的基礎上,提出了進一步發(fā)展和完善我國高等教育收費制度下實現(xiàn)教育公平的思路和對策。最后一部分是結束語。關鍵詞高等教育收費教育公平;高等教育投入;教育融資;助學貸款
