    • 簡介:“以就業(yè)為導向發(fā)展高等職業(yè)教育”是作為解決現(xiàn)實問題的方針而由政府提出的,它通常被簡單地理解為自上而下地出臺某些措施或者倡導某些做法以提高畢業(yè)生的就業(yè)率。但是,如果考慮到與高職有關的各方面的切身利益,問題就不僅在于應不應該以就業(yè)為導向,而首先需要明確這種就業(yè)導向究竟應該是誰的就業(yè)導向。本文從現(xiàn)實世界中最為根本的“利益”著眼,以學校、學生和企業(yè)等利益主體的目標與選擇為出發(fā)點,構建了“基于利益主體選擇”的就業(yè)導向的分析框架,以此與目前流行的“基于社會發(fā)展需要”的就業(yè)導向研究模式區(qū)分開來。本文認為,所謂“就業(yè)導向”就是由各方主體的行為選擇達到的某種“共贏”狀態(tài),在實踐中,或者表現(xiàn)為高職院校與企業(yè)之間形成密切的合作關系,滿足特定職業(yè)崗位的人力資本專用性要求,使畢業(yè)生免于勞動力市場上的完全競爭;或者是在企業(yè)不參與職業(yè)教育的前提下,某一學校努力使自身培養(yǎng)的專業(yè)人才具有優(yōu)于各校同等條件競爭時就業(yè)前景。本文將社會分層與個體選擇的分析方法、博弈論以及交易成本的理論與方法綜合應用到高職就業(yè)導向問題的研究,客觀揭示出學校、學生和企業(yè)等利益主體的理性偏好,并致力于考察彼此之間策略的相互影響。特別是為不完全信息條件下技能型人才培養(yǎng)過程中學校與企業(yè)雙方的行為選擇提供了規(guī)范化解釋。文章從不同利益主體的角度探討了高等職業(yè)教育“特色”與“一流”的內(nèi)涵。論證了“預期職業(yè)地位”的概念,進而提出贊成或反對現(xiàn)在以至將來可能出現(xiàn)的有關“以就業(yè)為導向”發(fā)展高職的種種設想與做法的判別標準“單一規(guī)則”,亦即能否盡可能地提升受教育者的預期職業(yè)地位。

    • 簡介:中南民族大學碩士學位論文我國高等教育經(jīng)費籌措機制研究姓名王華申請學位級別碩士專業(yè)教育經(jīng)濟與管理指導教師陳達云20050515我國高等教育經(jīng)費籌措機制研究II中市場經(jīng)濟機制的缺失,經(jīng)費不足與經(jīng)費的浪費狀況并存,外部資金不能順利進入高等教育領域。這不僅僅是體制原因,更重要的是高等教育主體的普遍素質(zhì)不高,社會資金不能也不敢進入到高等教育領域。因此,爭取多渠道籌措經(jīng)費的暢通必須在優(yōu)化外部環(huán)境和強化自身素質(zhì)上下工夫。這一切的關鍵在于高等教育主體對市場化改革的動力不足,解決動力問題的核心在于實施制度創(chuàng)新。就此,本文從制度經(jīng)濟學角度出發(fā),認為實行制度創(chuàng)新可以改變資源配置狀況,而制度創(chuàng)新的關鍵和核心在于以市場配置資源取代政府配置資源。高等教育的改革從產(chǎn)權入手,這是高等教育改革繞不過去的問題,必須將高等教育產(chǎn)權社會化,為引進社會資本進入高等教育領域提供條件;促使高等教育主體之間的市場競爭,以達到高等教育資源配置的最優(yōu)。關鍵詞高等教育;經(jīng)費籌措;機制;多渠道

    • 簡介:在近期的教育大事件中,修改高等教育法可稱是一項重量級任務。但要如何修改,學者們眾說紛紜,其依據(jù)也不盡相同,在這此背景下,本文希通過辟徑發(fā)展中國家高等教育立法的進程和經(jīng)驗來對我國的高等教育立法作一較為客觀的評價,并針對高等教育法的修改歸納出一些切實可行的建議供參考。之所以選擇發(fā)展中國家,其一是我們置身其中,其二是這個群體已經(jīng)龐大到足以形成內(nèi)部的兩極分化(全世界有超過80%的人生活在發(fā)展中國家),換言之,其間領先國家的以法治教之道已經(jīng)足夠我們學習借鑒上一陣,甚至于在某些方面,這些發(fā)展中國家?guī)Ыo我們的啟示可能比我們汲取自發(fā)達國家的經(jīng)驗更適于現(xiàn)階段的實踐。本文選取亞非拉三大洲的9個代表國家為重點考察對象,間或鋪展到更廣的層面。從探究這些發(fā)展中國家的高等教育立法現(xiàn)狀出發(fā),總結其高等教育立法特點;以這些特點為線索,從公共利益和高等教育管理兩個維度來分析高等教育立法的重點及其影響因素;對應立法重點,從一些特定法律法規(guī)來跟蹤其立法成效,探析影響因素背后的根本原因;最后,在以上研究的基礎上,對我國高等教育立法體系的建設提出相應建議,并對高等教育法的修改總結若干方面的思路。高等教育的法制建設需要緊扣社會現(xiàn)實,研究有或在不久前經(jīng)歷相似發(fā)展背景和挑戰(zhàn)的其他發(fā)展中國家的法治策略、總結正反兩方面的經(jīng)驗,這些都將有助于我們走出更寬廣的中國特色高等教育之路。
